I have received a report from the Foreign Office that the Garibaldi brothers are anxious that one named Crisogno an Austro-Hungarian subject who is said to be at present detained in Hongkong should be allowed to proceed to Italy to join the Garibaldi legion. The Foreign Office learn that the sympathies

of Crisogno are entirely Italian.

Unless you see any objection to allowing Crisogno to

proceed to Italy permission should be granted.
